How do you start a 1976 honda z50 restoration?

I have 2 1976 Honda z50's, they are a pretty rough, and i have not tried to start them. The gas tanks are rusted inside. I have a chemical rust remover called evapo-rust, tried it on the gas caps and it works great! I want to do a full restoration, what are the steps? do you know a good chromer in the Dallas, Texas area? what are some good web sites to order parts from?
